فيصل بن معمر: ريادة التأسيس وصناعة القيادات

تتجاوز مسيرة الأستاذ فيصل بن عبد الرحمن بن معمر الأمين العام المؤسس لمركز الملك عبدالله بن عبدالعزيز العالمي للحوار بين أتباع الأديان والثقافات "كايسيد "(KAICIID) حدود الإدارة التنفيذية التقليدية لتستقر في فضاء الدبلوماسية الحضارية وبناء المؤسسات الدولية العابرة للحدود ، فهو المهندس الذي صاغ الهوية الأولى منذ أن كانت فكرة لمركز الملك عبدالله بن عبدالعزيز العالمي للحوار بين أتباع الأديان و الثقافات محولاً الرؤى الطموحة إلى واقع مؤسسي يمتلك أدوات التأثير والتغيير العالمي .
لقاء لشبونة: والاقتراب من القائد ...
لقد جمعتني بمدينة لشبونة عاصمة البرتغال فرصة ثمينة للقاء الأستاذ فيصل بن معمر الرجل الأمة في جلسة اتسمت بالحميمية ، ولم أكن أعلم حينها بأن القدر كان يخبئ لي فرصة كهذه باختياري ضمن الزملاء المشاركين في فعاليات إحتفالات المركز بمرور عشر سنوات على تأسيسه تلك الإحتفالية التي لم تكن مجرد ذكرى بل كانت تجسيداً حيا لثمار غرسه ، في ذلك اللقاء لمست شخصية تجمع بين حكمة القيادة وتواضع العلماء رجل يؤمن بأن الحوار ليس ترفاً فكرياً فحسب بل ضرورة أمنية وإنسانية ملحة .

وعلى الرغم من النجاحات المشهودة إلا أن طريق التأسيس في فيينا لم يكن مفروشاً بالورود والياسمين، إذ واجه ابن معمر جملة من التحديات الجوهرية التي استلزمت حكمة دبلوماسية وصلابة مؤسسية تمثلت في عدد من التحديات تجاوزها بذكائه المتوقد وبعمق تفكيره الذى لمسه جميع مع يعرف فيصل اوتعامل معه
متجاوزا بذلك الممانعة الأيديولوجية والتوجس السياسى الذى واجه حيث اصطدمت فكرة المركز بمناخ من الريبة لدى بعض التيارات الأوروبية المتشددة ، مما تطلب جهداً مضاعفاً لإثبات حيادية المركز واستقلاليته ونجح فيصل ايما نجاح
فمن المعروف ان تعقيدات صياغة اتفاقيات المقر لمنظمة دولية ناشئة وسط نظام إداري نمساوي صارم وبيئة إعلامية شديدة الحساسية
تصيب الصورة الذهنية بالتشويش المتعمد إلا أن الفيصل نجح فى ادارة معركة تغبيش الصور النمطية المسبقة و تحويل الحوار من إطاره النظري إلى ممارسة مؤسسية قادرة على كسب الاعتراف العالمي
تجلت كفاءة ابن معمر في عبور ذلك المخاض حيث نجح في بناء منظومة حوكمة دولية فريدة توازن بين المرجعيات الدينية والسياسات الحكومية وبفضل هذه الرؤية إنتقل المركز من مرحلة الانطلاق إلى مرحلة النضج مما ضمن له الاستدامة والانتشار الجغرافي وصولاً إلى استقراره في البرتغال كمنظمة دولية يشار إليها بالبنان .
ويُعد إطلاق برنامج كايسيد للزمالة الدولية في عام 2015 أحد ألمع الإنجازات التي تُحسب للأستاذ فيصل بن معمر إذ أدرك أن المؤسسات لا تُبنى بالهياكل الإدارية فقط بل بالكوادر المؤهلة والمدربة حيث وضع اللبنات الأولى لبناء القدرات ليصبح جسرا لنقل المعرفة الحوارية إلى قلب المجتمعات المحلية .
ولعلنا كزملاء نفخر ايما فخر فقد صار مركز اليوم يمتلك شبكة عالمية تضم مئات الزميلات و الزملاء من مختلف القارات يمثلون القوة الناعمة له وسفراء فاعلين يطبقون قيم التعايش في مجتمعاتهم ..
إن الاحترافية التي أدار بها فيصل بن معمر مركز "كايسيد" جعلت من برنامج الزمالة أكاديمية عالمية تتخرج فيها أجيال متلاحقة من صناع السلام ، لذا فأنا افخر واعتز بانضمامى لهذه الكوكبة النيرة من الزملاء والزميلات والذين تشرفت بأن أكون أحدهم في لحظة تاريخية من مسيرة المركز ، فهم يمثلون الثمرة الحقيقية لمجهودات رجلٍ آمن بأن السلام المستدام بيد انه يؤمن بفكرة ان التأهيل والتدريب قوام وعنوان للانسان الفاعل
وللحديث بقية ، حيث سأتحدث لاحقاً وبالتفصيل عن وقائع فعاليات الاحتفالات ، ومشاركات الزميلات والزملاء الملهمة في تعزيز الحوار في بلدانهم، ومدى تأثير مبادراتهم القيمة التي أصبحت اليوم ركيزة أساسية في تعزيز التعايش وبناء السلام العالمي .
يبقى فيصل بن معمر رمزاً للقيادة الوطنية التي شرفت المملكة العربية السعودية في المحافل الدولية ، تاركاً خلفه إرثاً مؤسسياً حياً ، وكوادر بشرية عالمية تحمل رسالته وتواصل المسير . إن جلستي معه في لشبونة لم تكن مجرد لقاء عابر بل كانت درساً في كيف يمكن للقائد أن يزرع أثراً يبقى نابضاً بالحياة عبر الأجيال .

The career of Professor Faisal bin Abdulrahman bin Muammar, the Founding Secretary General of the King Abdullah bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue (KAICIID), transcends the boundaries of traditional executive management, settling into the realm of civilizational diplomacy and the building of international institutions that transcend borders. He is the architect who shaped the initial identity of the King Abdullah bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue from its inception as an idea, transforming ambitious visions into an institutional reality that possesses the tools for global influence and change.
The Lisbon Meeting: Getting Closer to the Leader...
In Lisbon, the capital of Portugal, I had the precious opportunity to meet Professor Faisal bin Muammar, a man of great stature, in a warm and intimate gathering. Little did I know then that fate had such an opportunity in store for me, as I was chosen to be among the colleagues participating in the center's tenth-anniversary celebrations. This celebration was not merely a commemoration, but a living embodiment of the fruits of its labor. During that meeting, I encountered a personality that combined the wisdom of leadership with the humility of scholars—a man who believes that dialogue is not just an intellectual luxury, but a pressing security and humanitarian necessity.
- The Birth Pangs of Establishment: The Challenges of Religious Diplomacy in a Complex International Environment
- Despite the notable successes, the path to establishing the center in Vienna was not easy. Ibn Muammar faced a number of fundamental challenges that required diplomatic wisdom and institutional resilience. He overcame these challenges with his sharp intellect and profound thinking, qualities evident to all who knew or dealt with him. He transcended the ideological resistance and political apprehension he encountered, as the center's concept clashed with a climate of suspicion among some hardline European factions. This necessitated a concerted effort to prove the center's neutrality and independence, and Faisal succeeded admirably. It is well known that the complexities of drafting headquarters agreements for a nascent international organization within a rigid Austrian administrative system and a highly sensitive media environment can deliberately distort perceptions. However, Faisal successfully managed the battle to dispel preconceived notions and transform the dialogue from a theoretical framework into an institutional practice capable of gaining international recognition. Ibn Muammar's competence was evident in navigating this arduous process, as he succeeded in building a unique international governance system that balanced religious principles with governmental policies. Thanks to this vision, the center transitioned from its initial phase to one of maturity, ensuring its sustainability and geographical expansion, ultimately leading to its establishment in Portugal as a prominent international organization.
The launch of the KAICIID International Fellows Program in 2015 is considered one of Professor Faisal bin Muammar's most significant achievements. He recognized that institutions are built not only on administrative structures but also on qualified and trained personnel, laying the foundation for capacity building to become a bridge for disseminating knowledge and dialogue to the heart of local communities.
As colleagues, we are immensely proud that the center now boasts a global network of hundreds of colleagues from across the globe, representing its soft power and serving as active ambassadors who promote the values of coexistence in their communities.
The professionalism with which Faisal bin Muammar has managed the KAICIID Center has transformed the fellowship program into a global academy, graduating successive generations of peacemakers. Therefore, I am proud and honored to join this distinguished group of colleagues, and I am privileged to be one of them at this historic moment in the center's journey. They represent the true fruit of the efforts of a man who believes in sustainable peace and who also believes that qualification and training are the foundation and hallmark of an effective individual. More to come later, as I will discuss in detail the events of the celebrations, the inspiring contributions of my colleagues in promoting dialogue in their countries, and the impact of their valuable initiatives, which have become a cornerstone in fostering coexistence and building global peace.
